Managing Director, Panda Power Funds

Creede Williams has significant expertise and long-standing experience on a wide range of energy-related development and finance matters, including development of energy projects, private equity, fund formation, legal issues, engineering and construction, asset management, and capital-raising. Creede’s entrepreneurial instincts and clarity of vision have carried multiple companies through rapid and continuous growth.

Creede currently serves as managing director of Panda Power Funds, where he led Panda’s team of power developers in efforts to develop over 5800 megawatts of renewable energy and natural gas-fired power generation across the U.S., Latin America, Asia and Great Britain.Creede’s efforts include guiding projects from early stage development through financial close, executing commercial strategy and negotiations (including fuel supply; transmission; Engineering, Procurement and Construction (EPC); and hedge agreements; and tax related issues.Creede, a registree of the Cherokee Nation, also expanded his energy work into Indian Country. Creedemanaged a fund solely committed to pursuing power and infrastructure projects located on tribal land, where he worked with tribes to evaluate power and technology opportunities throughout North American.

On the financing side, Creede is responsible for raising capital and mezzanine debt, implementing strategic development initiatives, managing mergers and acquisitions (M&A) and liaising with investors. Most recently, Creede and his team raised over $800 million in fund capital commitments, $500 million of project capital (including $450 million of project related debt and equity from Asia and $50 million through project equity sales).

Creede previously served as senior vice-president and general counsel to Panda Power Funds’ predecessor organization, Panda Energy International (“PEI”), where he oversaw a diverse portfolio of assets including power plants, real estate and intellectual property. As PEI’s general counsel, Creede’s legal team sole sourced claims and asset sales generating more than $50 million for PEI shareholders while also originating over $100 million in licensing royalty revenues.

Creede earned his Bachelor of Arts degree in Letters from The University of Oklahoma (cum laude) and Juris Doctor from The University of Oklahoma, College of Law. He is a member of the State Bar of Oklahoma and the State Bar of Texas. He is admitted to practice before the District Court for the Northern District of Texas and the Bankruptcy Court for the Northern District of Texas.
